Because it's not Tolkien, and corporate California knows less about Tolkien's source material than they do about Tolkien (which is almost nothing at all to begin with). All the Germanic cultures had long hair and mostly beards as well. The idea that we should get haircuts and shave comes from Roman and Greek civilization. The inspiration for Tolkien comes mostly from Celtic and Germanic lore myth, and not so much Greek and Roman.
I just want hair that wouldn't be normal in today's world, which is why the long hair works. under no circumstances do i want to see our societal bs reflected in the show. the timeless subtext is what already does that, no need to add modern stuff at all.
You've missed one of the most obvious reasons for the shorter hair. When Jackon's FOTR came out, one of the weakest points of the film was the male elves, because very few men both look like an elf and are convincing with very long hair. I remember agreeing with friends that "that guy they got for Legolas" (Orland Bloom) looked great, but Craig Parker (Haldir) looked bad with long hair, and Marton Csokas (Celeborn) looked worse. Since ROP has many more elf characters, trying to find that many actors who could convincingly play an elf and who looked the part with the added long hair would have been too difficult. This would have been especially true in gritty scenes such as when the elves are captured by the orcs- having all the elf soldiers with very long hair would have looked weird.

I just want to see a movie or series respecting the work of the author. When the author describes something, your job as a producer is to replicate that. If the person is described as pale you hire a pale person or you use makeup to make him or her pale to fit the description. Does the character have short hair, then the character needs to have short hair. If it's described to be long hair then the character needs to have long hair. If you can't respect someone else's work then you shouldn't be allowed to work on it and it's as simple as that. Edit: In fact i think you should face legal consequences for making to many changes on someone else's work. Because if you make a bad adaptation, the author would probably see a decline in future sales.
