Its no that Timo gets that many nets, he apoligizes at point where other players would not. If he feels he got slightly lucky (bad serve), miss-hitting the ball etc, he will still apoligise. He will give people the impression he's lucky but he's just a very generous spotsman.
You must not have seen his older matches. You're right he does everything you said but... He is fortunate with the nets because of his touch. I've seen him get three different net balls on match point!

Sometimes Dima serves right at the edge but a lot of times (1:20) he clearly removes his arm too late. In that example you can see that this little bit of cover costs Boll a little bit of reaction time that results in a bad receive. He also often throws the ball back from the middle of the table to the edge where he makes contact which is illegal as well. I know that this is ettu and not ittf but it's not handled differently on ittf events...
