HERE ARE THE STEPS; 1 - Demolition of the old walkway 2 - Rough grading 3 - Establish sub base with class 2 road base 4 - Compact the sub base 5 - Add the leveling sand 6 - Lay the "Field" pavers 7 - Lay the border pavers in concrete 8 - Broom in the polymeric sand 9 - Do a final compaction of the sand and pavers 10 - Remove all the excess polymeric sand with a broom or blower 11 - Lightly water the polymeric sand to activate it

Why wasn't landscaping fabric added between the sub base and leveling sand?
Because the polmeric sand will stop the weeds from coming up through the pavers. Weeds can still find loos dirt on the edges to sprout up in
Are those bars Steel Conduit or PVC pipe?
That walkway most likely cost about 5k-7k depending on square foot. Cheap pavers for that size would cost $1500 by itself.
