जम्मू-कश्मीर में 10 साल बाद विधानसभा चुनाव हो रहा है. इन 10 सालों में यहां बहुत कुछ बदला है. धारा 370 के बाद कश्मीर घाटी क्षेत्र में स्थिरता आई लेकिन जम्मू के चिनाब घाटी क्षेत्र में हमले काफी हद तक बढ़ गए. इसमें सबसे ज्यादा प्रभावित जम्मू कश्मीर का डोडा और उसके आसपास के जिले हुए. इस रिपोर्ट में हमने डोडा जिले की तीन विधानसभा सीट डोडा, डोडा वेस्ट और भदेरवा का दौरा किया और जमीनी हालात टटोलने की कोशिश की.
अगर डोडा की बात करें तो यहां पर कुल 3 लाख 10 हजार 586 रजिस्टर्ड वोटर्स हैं. इनमें लगभग 60% मुस्लिम तो 40% हिंदू समुदाय से आते हैं. मिली जुली आबादी होने के बावजूद यहां के चुनावी मुद्दों में धार्मिक तौर पर बंटवारा साफ तौर पर देखा जा सकता है. मसलन धारा 370 एक समुदाय के लिए अस्तित्व का मुद्दा है तो दूसरे समुदाय के लिए यह कोई मुद्दा ही नहीं है.
2019 में केंद्र की भाजपा सरकार ने जम्मू-कश्मीर से धारा 370 और 35ए हटाने के साथ-साथ जम्मू कश्मीर को दो केंद्र शासित प्रदेशों में बांट दिया था. इसका असर यह हुआ कि इस चुनाव में जम्मू-कश्मीर को पूर्ण राज्य का दर्जा एक आम चुनावी मुद्दा बन गया है. 14 सितंबर को जब प्रधानमंत्री मोदी ने डोडा में रैली को संबोधित किया तब उन्होंने साफ तौर पर कहा कि अगर राज्य में भारतीय जनता पार्टी की सरकार बनती है तो वह जम्मू कश्मीर को पूर्ण राज्य का दर्जा देंगे.
वहीं, दूसरी तरफ कांग्रेस सहित जम्मू-कश्मीर की क्षेत्रीय पार्टियों नेशनल कान्फ्रेन्स, पीडीपी ने भी अपने घोषणा पत्रों में जम्मू कश्मीर को पूर्ण राज्य बनाने और धारा 370 वापस लागू करने की बात कही है.
इन दोनों मुद्दों के अलावा इस क्षेत्र में और भी कई मुद्दे, जिसमें सबसे अहम है महंगाई और बेरोजगारी. जिसकी वजह से भारतीय जनता पार्टी के प्रत्याशी जब ग्रामीण क्षेत्रों में चुनाव प्रचार के लिए जा रहे हैं तो उन्हें जनता की नाराजगी का भी सामना करना पड़ रहा है.

All 3 seats will be won by BJP despite 2 of them being mu$l!m majority seats because here votes of Muslims will get divided itno NC, PDP, DPAP, Congress and now AAP as well in Doda So Doda east (muslim majority seat) will be won by BJP becz 9 well know muslim candidates r in fray and only 1 hindu from BJP Same thing will happen in Bhadarwah as in Doda east. But seat of Doda west is h!ndu majority which was created out of delimitation specially for BJP and BJP will easily won that
