That high pitched vocal is actually just the lead singer's voice pitched up with a lot of effects.
It’s jack singing slowly with a lot of vibrato, therefore when sped up and pitched up it sounded like that

Its jacks vocals while doing vibrato but sped and pitched up which gives that weird effect
Edit: its meant to sound like "little timmy" who lies to seem cooler in school
"Ok Orchestra" came from the original title Mad Orchestra, because they expected the songs to be more angry and bombastic sounding, like Bang!. But that's not really how it shook out. It wasn't very mad, it wasn't super sad either. It's okay
Plus, I've noticed a lot of songs make mention that things will get better "I'm not dead yet so I guess i'll be alright" "It's gonna get really really really really bad before it's okay" "I promise everything'll be alright, be okay" "But you're only going up from here"
Also the vocals are the singer, Jack, singing the song at half speed vibrato, and then sped up and altered a little bit

Yay! This song definitely had to grow on me a bit, but now it's one of my favourites. I especially love the story behind it, it makes me kinda sad but in the good way.
I agree. It sounded weird at first and now it is my favorite on the album. They tell the story in a way that's really cool. I get chills every time

It sounds like they just pitched up Jack's voice a bit, had him sing parts of it slower, sped those parts up, and had kind of a vibrato tremolo effect on it. Not sampled or anything, but sounds like it

they awnsered why its OK Orchestra in the zach sang interview. they started with Mad Orchestra after the sucess of Bang!, but then it really just was OK and so mad

yeah that’s Jack’s voice but edited to the absolute extreme. Jack went through making this sound on Zach sangs interview it’s pretty cool

Yeah its Jack's voice pitched up. OK Orchestra was supposed to be mad orchestra first based around "Bang" but they couldnt do an all dark album and the theme is more like they are OK like a'okay.
You should check out their "how we made" series on UA-cam, they break down their production to most of their songs.
This is a really interesting one. It seems to be about compulsive lying and the consequences thereof. The more honest the singer is being, the more natural his voice sounds

The song is actually about lying about your life, so basically the opposite of Dear Winter. On the tours they do a mashup between bot of these songs and it’s really really really good.

I LOVE AJR but have to admit I wasn't a huge fan of this song because I didn't like they way they did the vocals. I could appreciate it for what it was, but just never listened to it much because of that. Then I came across their acoustic version of this song where Jack sings it normally and fell in love with that version. So, I don't listen to the album one and anyone who feels the same should definitely look up their acoustic version of this song and give it a listen because it's really good :)
