Reduce to the minimum configuration (CPU, system board, power supply, 1 DIMM) and isolate the failed components. Reduce further if the problem persists. Test your system using a known, good power supply. Contact HP Customer Support for further assistance in replacing the component, system board, processor (CPU), or CPU module if the problem persists

Hi! BIOS in Dell Motherboards have limited number of supported CPUs. It may be compatible socket, but BIOS have no info of it and so no boot.
Do I need to update another bios?
No
I did this and the PC is constantly thermal resetting whenever it gets a heavy load. This is even without disabling the throttling.
