I have my cuttings under a 300 watt sun light. It’s used by marijuana growers and it’s no joke, it help with the transition into the sun. I use it in the winter as well on my mature trees.

Might help to have some varying degrees of shade cloth - there might be a way to limit how much you shuffle your unhardened plants.

For outdoor rooting do you still recommend wrapping the exposed wood with grafting tape for humidity reasons? Basically do the same as indoors except keep them in the shade or very little direct sun until they are ready to up-pot?

Yes. IF the wood is thick and fresh and you start them early in the year, you probably won't need to.

How long do you keep the young plants at each stage, 2hr, 4hr, 6hr, 8hr?

2 days minimum. Needs to be strong sun for 2 days.
