After reading your comment, I have a few things to refute and add some information to you (Urgh, seems TLDR lol) + Firstly, Alpha CW's abilities "in the plot", I would like to emphasize that "in the plot", they are quite vague, not evident. Lee and Luna's feats are both clearly shown in their chapters and information. Let's clarify, the abilities in Hyper frame were all "confirmed" in Asimov's test before Lee enter the Hetero Tower, and Luna's feats is from the "information section" in main lobby when you level up Luna Void Affection to lv6, combined with the plot in chapter 30. But in the CW chapter, all things that she shows is "Alpha CW and Lucia Plume's fight", and Plume's support to help CW seal her powers on the left hand. None of her abilities, feats are demonstrated, and the Punishing power sealed in her hands, is yet to be shown, so it comes off as "featless", even her information section noticed that. + Secondly, even if we assume her abilities you say are correct, it's actually too easy for Lee to defeat her. CW has Light speed, seems fast, but she is still too slow compared to the time Lee entered the Matrix, and his abilities when entering Matrix ? 100% Avoid hitting, so how she can touch him ? And if she uses the power of the Punishing Virus? That is meaningless with a Virus-immune frame, and that's even more stupid for her, why do I say that? because the way CW accepts Punishing's power is different from Luna and Lee. Luna is an Agent, a bridge between the Construct and the Virus, she is the one chosen by Ascnet. Lee can have accepted the power of the Watcher, a high level Agent, because he defeated the presence of The Merciful One, he passed the test from Gods after millions of failures. But for CW, she did not accept being an Agent, she refuse the power of Virus Punishing because she "can't hold it", seriously, she couldn't have passed the Ascnet test without the support of Lucia Plume and Luna Laurel. Without the two of them, she has become Corrupted because she cannot control the power of the Virus. Ahh no, she's never passed the Ascnet test correctly, she wants to be an Ascendant cuz she just want to be next to her sister. And just with that her purpose, she is not strong enough to pass Ascnet's test. What she did was just seal the Virus's power into her left hand, if she faced its full power, even with Plume and Laurel's help, she would fail, becoming Corrupted and Lucia Plume's M.I.N.D will be seriously infected with the Virus. + Additionally, about Luna, she has the ability to be undefeatable right now in the world where she lives. She has creation, destruction of anything at will, she has the ability to simulate, seeing possible futures and pasts. It's basically the same as Lee's ability, but seems weeker, cuz Lee touched and experienced all those timelines, thus gathering his beings and find the way to defeat Primal Projection and protect the world, but for Luna it's just a simulation, and the simulation based on the Ascnet network may not be accurate. This is shown in Affection and in Chapter 30, when Ascnet suggests that the snow orchid has disappeared, but in reality it still exists. Well, that's a bit of her ability, but the real key that Lee is not being able to defeat Luna is her "Punishing Virus connection". She is a Moving Red Tide, Frame Oblivion is entirely based on 100% Virus Punishing, not Construct, to defeat her requires lowering a large amount of the Virus, basically it is immortality type 8. And to do that, we need Liv's Empyrea frame, combined with the Omega reactor to lower the virus concentration. Of course I only mentioned the possibility to defeat her, in reality she is a bridge between humanity and Virus, and we, Commandant, have added her to our Harem list LoL. And her immediate purpose that she told to us is: a future where humanity must live with the Punishing Virus. × But whether she becomes a major villain of human with her Ascendants and wants to destroy humanity, unless she and the Ascendants take over the Clean Zone and Babel Tower, once Lee unlocks his memories and powers in the tower, along with the acceptance The Merciful One's power, the humanity's true opponent is just The Merciful One, or Sagemachina, the organization of Nanami Starfarer, who also have the ability to travel across cosmic timelines. How about Luna and others Ascendants ? Nah they might even be killed before becoming an Ascendant (Lee became Kurumi in this moment), or she is not even existed, why ? So do you know string theory ? The universe we live in is a string with many branches, and the gods are the ones who have the ability to control those strings and towards the branches that they desire. Luna is weak. In Ch12 we were fighting against that small monster white, and Luna had issues with it and we had to help her. Roland had fights with Alpha and others was tired, went to another twin of that monster and soloed it. Roland is literally lore wise on par with Luna it was said he hides his strenght. Hyperreal is strongest construct ever created, and only Merciful one could probably win. Empyrea < Von Negut < Hyperreal (outside tower)
Lore wise: Luna was weak because she's slipping her focus away, becoming content with Lucia with her aka Alpa. That's how she got surprised by Gabriel. Gamewise: still the prominent Dark Attacker to this day. While Lightning, Physical, Fire has had changes.
Roland is strong, but he's weaker than both Luna and Alpha pre CW. Why? Because then Ascnet would've wanted him like it wanted Alpha. And would instantly make him an agent. He's just somewhat stronger than Gabriel and that's it.

This list is based off of CN right now. Granted, Vonnegut is still a mystery, but Alpha however: Absorbed the Ascension Network itsekf during the Crimson Weave patch. She has the power of an agent, but isn't bound like one. Also, as for Watanabe vs Alpha, neither of them was trying to kill each other, and receiving a cut from a veteran construct soldier while holding back isn't that much of an indication of anything.

And if it is a Battle between two or multiple characters in the same universe, that will be much more convenient, when you can confirm or deny your opponent very quickly. I'm quite confident about what I've read and researched about PGR story, cuz this's my 1st fav gacha game, plus I'm a member, or at least, interested in "DeathBattle" topic, so I'm pretty sure I understand the power of all characters in PGR lore. After reading your comment, I have a few things to refute and add some information to you (Urgh, seems TLDR lol)
+ Firstly, Alpha CW's abilities "in the plot", I would like to emphasize that "in the plot", they are quite vague, not evident. Lee and Luna's feats are both clearly shown in their chapters and information. Let's clarify, the abilities in Hyper frame were all "confirmed" in Asimov's test before Lee enter the Hetero Tower, and Luna's feats is from the "information section" in main lobby when you level up Luna Void Affection to lv6, combined with the plot in chapter 30. But in the CW chapter, all things that she shows is "Alpha CW and Lucia Plume's fight", and Plume's support to help CW seal her powers on the left hand. None of her abilities, feats are demonstrated, and the Punishing power sealed in her hands, is yet to be shown, so it comes off as "featless", even her information section noticed that.
+ Secondly, even if we assume her abilities you say are correct, it's actually too easy for Lee to defeat her. CW has Light speed, seems fast, but she is still too slow compared to the time Lee entered the Matrix, and his abilities when entering Matrix ? 100% Avoid hitting, so how she can touch him ? And if she uses the power of the Punishing Virus? That is meaningless with a Virus-immune frame, and that's even more stupid for her, why do I say that? because the way CW accepts Punishing's power is different from Luna and Lee. Luna is an Agent, a bridge between the Construct and the Virus, she is the one chosen by Ascnet. Lee can have accepted the power of the Watcher, a high level Agent, because he defeated the presence of The Merciful One, he passed the test from Gods after millions of failures. But for CW, she did not accept being an Agent, she refuse the power of Virus Punishing because she "can't hold it", seriously, she couldn't have passed the Ascnet test without the support of Lucia Plume and Luna Laurel. Without the two of them, she has become Corrupted because she cannot control the power of the Virus. Ahh no, she's never passed the Ascnet test correctly, she wants to be an Ascendant cuz she just want to be next to her sister. And just with that her purpose, she is not strong enough to pass Ascnet's test. What she did was just seal the Virus's power into her left hand, if she faced its full power, even with Plume and Laurel's help, she would fail, becoming Corrupted and Lucia Plume's M.I.N.D will be seriously infected with the Virus.
+ Additionally, about Luna, she has the ability to be undefeatable right now in the world where she lives. She has creation, destruction of anything at will, she has the ability to simulate, seeing possible futures and pasts. It's basically the same as Lee's ability, but seems weeker, cuz Lee touched and experienced all those timelines, thus gathering his beings and find the way to defeat Primal Projection and protect the world, but for Luna it's just a simulation, and the simulation based on the Ascnet network may not be accurate. This is shown in Affection and in Chapter 30, when Ascnet suggests that the snow orchid has disappeared, but in reality it still exists. Well, that's a bit of her ability, but the real key that Lee is not being able to defeat Luna is her "Punishing Virus connection". She is a Moving Red Tide, Frame Oblivion is entirely based on 100% Virus Punishing, not Construct, to defeat her requires lowering a large amount of the Virus, basically it is immortality type 8. And to do that, we need Liv's Empyrea frame, combined with the Omega reactor to lower the virus concentration. Of course I only mentioned the possibility to defeat her, in reality she is a bridge between humanity and Virus, and we, Commandant, have added her to our Harem list LoL. And her immediate purpose that she told to us is: a future where humanity must live with the Punishing Virus.
× But whether she becomes a major villain of human with her Ascendants and wants to destroy humanity, unless she and the Ascendants take over the Clean Zone and Babel Tower, once Lee unlocks his memories and powers in the tower, along with the acceptance The Merciful One's power, the humanity's true opponent is just The Merciful One, or Sagemachina, the organization of Nanami Starfarer, who also have the ability to travel across cosmic timelines. How about Luna and others Ascendants ? Nah they might even be killed before becoming an Ascendant (Lee became Kurumi in this moment), or she is not even existed, why ? So do you know string theory ? The universe we live in is a string with many branches, and the gods are the ones who have the ability to control those strings and towards the branches that they desire. Those who reach this level in PGR? Ishmael a.k.a The Merciful One, Nanami Starfarer (read chapter Her Last Bow), and of course, G.O.A.T Lee Hyperreal.

Luna is weak. In Ch12 we were fighting against that small monster white, and Luna had issues with it and we had to help her. Roland had fights with Alpha and others was tired, went to another twin of that monster and soloed it. Roland is literally lore wise on par with Luna it was said he hides his strenght. Hyperreal is strongest construct ever created, and only Merciful one could probably win. Empyrea < Von Negut < Hyperreal (outside tower)
Lore wise: Luna was weak because she's slipping her focus away, becoming content with Lucia with her aka Alpa. That's how she got surprised by Gabriel.
Gamewise: still the prominent Dark Attacker to this day. While Lightning, Physical, Fire has had changes.
Roland is strong, but he's weaker than both Luna and Alpha pre CW. Why? Because then Ascnet would've wanted him like it wanted Alpha. And would instantly make him an agent. He's just somewhat stronger than Gabriel and that's it.
