Today, most people in The Netherlands love Japan: the Dutch youth prefers anime over Western cartoons, a lot of grownups drives a Japanese car and we REALLY love the Japanese cuisine over here. I know that a lot of Japanese people love The Netherlands because of our tulps, infrastructure and food (especially the tulps and infrastructure). So yeah, we had a strong history togheter, but we have a strong relationship right now as well :)

By diplomatic convention, all monarchs are considered to be on an equal level and thus no monarch is ever "supposed" to bow to another monarch.
