If something was wrong with PTC resistor, as soon as you apply voltage, it would go boom-electrolytic capacitors would burst, due to high inrush current. Since board doesn't turn on, that means short circuit down the cascade, after ptc, which by the way makes sure there's no explosion. Do better!

IGBT and diode faulty, fuses are not shorted surely a resistance is short too.
