It wasn't only toes he was sucking on. Apparently he was needed in the area and someone went looking for him. They found him outside, in a car with a young boy. Mel was sucking.....but it wasn't the kid's toes that was in his mouth.
I think he referred to the feet thing, which fair enough, it's something you can be into definitely without hurting anyone. When Sean brings in the age of the people he did that to, he acknowledges that to be a problem. And talked about why he thought he managed to get away with it. That doesn't make it ok that there was so much passivity when it comes to the allegations made against him, but also, at the time (and many still today), people in general were not very smart to the nature, extent and implications of sexual abuse.
