Наверное процессор там с избытком стоит. Питание страдает, 4090 иногда не раскрывается в полную мощь или наоборот процессор, вряд ли ноутбук позволит и процессор нагрузить и видеокарту по полной из-за блока питание
Realistically nothing will make them both go to 175 in gaming gpu will get 175 in cpu intensive stuff the cpu will go to 175 i love it since my work is cpu intensive with a side of gaming

An rtx4090 with 16gbram is bad. You need atleast 32gb ram so you can max out the full potential of the rtx4090 or else it's a waste. 16gb ram is not enough to run its full power. Edit: yes it's not the ram of the laptops but I'm just spreading right information.
Bruh get a job and buy it yourself. I work at kfc and I get paid $20/h for 9 hours everyday. I can easily buy that laptop, just need 3 weeks and I'll make $3,780
