This creature variously swallows things whole without a moments hesitation, thus the phrases is applied to tartly quip this barbaric behavior in a passive mild tone, creating a sense of frankness and dismissive to that which should be viewed as severe. Swallowing a child whole implies a severe reaction, however the minor reaction of "simply learning to chew his food" is humorous because of its dismissiveness. Thus is the joke.
