    Description:
    Charlotte, North Carolina - On March 14, 2024, Officer Henry Chapman responded to assist an officer during a traffic stop involving a driver who was allegedly speeding and had an outstanding federal arrest warrant. The warrant specified that the driver had personal property amounting to $7,911, which came into Officer Chapman's possession as he transported the driver to the University City Division Team Office. According to the warrant, once at the office, Officer Chapman requested another officer to transport the driver to jail.
    During the transfer, as the assisting officer began searching the driver, both the driver and the assisting officer heard a rubber band snap. The driver immediately accused Officer Chapman of stealing money that had been bound by the rubber band. The warrant details that the driver observed Officer Chapman with the money between his legs and noticed him moving his left hand towards the driver's door pocket of his patrol vehicle. The assisting officer corroborated the driver’s account. A sergeant approached the scene as the allegations were being made.
    The warrant claims that Officer Chapman appeared nervous and fidgeted inside his vehicle before stepping out and emptying his pockets, stating he didn’t have any money. However, the driver pointed out the money in the door pocket of Chapman's patrol vehicle. The sergeant found $900 in the door pocket, as confirmed by the warrant. Officer Chapman denied knowledge of the money's presence but later admitted to taking the money, claiming he had no intention of stealing it. He subsequently apologized to the sergeant and two other sergeants. Following an evaluation of the evidence, detectives arrested Officer Chapman and charged him with one count of embezzlement. On March 15, 2024, the day after the incident, he resigned from his employment at CMPD. The criminal case is still pending.

      Back in the day, they didn’t have cameras on police officers. And I can only imagine what they got away with TEHN . And may I say I’ve seen a few questionable Things police have done in the past . So yeah I appreciate today’s technology.

The cutoff in IL used to be 500 bucks worth of stolen money or merchandise for it to be considered a felony and warrant an arrest. Worked retail for a number of years and saw a fair share of epic action, theft and catch and release.

      oh he was way more than smart. he was not only calm but he tricky provoked the sergant enough to show the inside of the car without escalating it to much.
      a tiny bit less and this would have ended nowhere. a bit more and it would ended escalated nowhere again.
      its infuriating that the cops would absolutly negate his claims and wont even take a peek.
      only after they exposed their comrade by accident on bodycam they had to take action. without cams on, withoiut accidently getting that on cam
      the officer would have gotten away with this.
      makes you wonder how often they do get away with it.
      that asside that money is gone either way. the guy in red will see not a single dime ever again. it will be civil forfit and he can sue for 50k trying to get 8k back

      I’m not a cop, but I did do security while I served in the Marine Corps. The first thing you do is watch a criminals eyes and if you watch this cop’s eyes, he’s clearly stealing this guy’s money.

      A lot of departments have policies that they have to keep their bodycam on when they have large sums of money in evidence until it's counted and properly documented. If that was a policy that cops camera would've been on and maybe he wouldn't have stole any of it.

      The city of Charlotte has reached a $1.5 million settlement with the family of Danquirs Franklin, a man who was shot and killed by a Charlotte-Mecklenburg police officer in 2019, the family announced Thursday.
      Franklin died on March 25, 2019, after he was shot by CMPD officer Wende Kerl outside a Burger King during a reported armed robbery.

    Three officers at this department have been arrested and charged so far in 2024.
    In March, Officer Henry Chapman was charged with embezzlement after this incident.
    In April, Lt. Warith Muhammad was charged with financial crimes after his wife transferred $1,600 from her company (One recently fired her) account to his personal account.
    In August, Officer Joel Medina was charged with extortion and disclosure of private images. Alleged amount of extortion was $10,000.
    The chief of this department should resign.

      The detectives came in after the sergeants left. They interviewed him, and then after the interview he was placed under arrest. The sergeants didn't arrest him because it could have been perceived as a conflict of interest.

You can tell because not only was his hand shaking, but you could tell he was breathing heavily and could hardly talk when he said “no” twice.     The young man did an excellent job catching the cop stealing his money, but I wish he hadn’t been so apologetic to everyone. He was the victim here and had every right to stand up for himself without feeling the need to apologize.       He shouldn't be aplologizing to any of them. As soon as he started to get suspicious the other cops should have had the cop step out instantly and checked all around where he was sitting and his person. I can understand not wanting to make your coworker look bad but one bad coworker makes EVERYONE look bad

    The nerve of her telling him to take it down a notch!! This is exactly why there are issues with police. She now sees that her officer stole, she acts like the young man has no reason to be upset. He’s passionate and not even yelling!!

      passionate loud is loud . In school they teach to to be clam in the military any kind of training etc etc for this same reason so no one can tell you to take it down a notch clam and certain is very potent

      This is a common tactic police are trained to use when they know they are in the wrong. They make out like you are being unreasonably aggressive to take back the moral high ground.

      She seemed like the type of woman (Karen) that would be upset if the car in-front of her on the freeway crashed into a school bus, and the wreck blocked her commute to work. Yes, the situation makes your job more complicated, but other people are the ones actually suffering the ill effects. Yet she has no empathy. Maybe I'm wrong, and she just dehumanizes suspects and detanees very "effectively". Not even gonna go into the possible racial issues there...
