I honestly don't even remember if it affects flat driving speed, but anytime you're above top speed (getting spit out of a warp, right after a turbo is used, a good grapple hook,) you can hold reverse while holding accelerate to decelerate to top speed slower. Heavier cars benefit from this more. Lighter cars will get spit out of warps a little faster, but they don't keep that speed for as long. Heavier cars will get spit out a bit slower but they keep the speed longer, letting you keep traction for powerslides to corner tighter. I'm really lazy so I usually just use cubes and now I'm somewhat known for my shoeboxes, but a few of the other runners build much cooler looking cars.
