I always take everything and use the bartender to exchange everything to the things I need. What I have as leftover I trade to the most expensive piece of material. I can then later trade it back down for things I need at that moment.
Normally if you see a settlement offline like this, you can turn around and land at a station in-system to pick up a mission to juice it up again. You'll often get a free mission-tagged power regulator for the job so you don't have to spend one of your own, along with a L3 security clearance for handier access. Easy rep gain.
