I grew up in MD during the 80s and 90s. The Freeway Phantom terrified me after an older cousin told me about it. They never talk about it on the news. No one cares he is still out there.
I live in Vallejo,where the zodiac killer first began. And my parents said it was a creepy time to be in the area. Since you would never know if he was around or not due to no one knowing who he was. Or coming forward if they did.

Whether in my car or on my motorcycle, I always got a weird super creepy feeling going around a specific corner. ( I think it was the first one) It freaked me out so bad, when I figured that area out! 😮😳

Then you got the Doodler who the only suspect wasn’t even convicted as three survivors refuse to testify so no one know they are gay. Understandable on the surviving victims part due to the hatred toward homosexuals but the Doodler still never was proven guilty or innocent in the eyes of the court.
Over half of them are most likely dead or extremely old. The smiley face killers is a conspiracy theory, not even a real serial killer. And some of them are mass murderers or spree killers, which I realize still makes them killers, but they are different from serial killers in terms of their psychology and motivation. i just watched a video a few weeks back about how the uk let out a crazy guy early who then went on a car chase ending in the death of a pedestrian, i think it was only hours apart. seeing that they let out even worse offenders, it now makes sense how that happened.
I think it depends, if you're a teenager gang member and you're coerced into a hit, there is a chance of rehabilitation. Not a great chance, but it can and does happen. There's also self defense, crimes of passion, manslaughter, all sorts of other different circumstances. I generally agree with you, a stone cold killer probably can't be rehabilitated, and should be locked up permanently. But that isn't 100% of people who have killed someone.

We have better funding and resources than some countries, we don’t attempt to hide the data some countries do, each country has its own definition of what qualities as a serial killer. If you would like to do more research, the smiley faces found with the bodies were found very close to the bodies. One specifically was a hung “thank you” bag with a smiley face on the tree, I believe, directly above the body. Basically, it wasn’t just graffiti. The killer(s) would purposefully put some kind of smiley face by a body. I understand the confusion tho.

Serial killers aren’t just an American thing. Yes we have more documented for a few reasons, American has been documenting for decades some countries haven’t. We have better funding and resources than some countries, we don’t attempt to hide the data some countries do, each country has its own definition of what qualities as a serial killer. Many factors, it’s not possible to know exactly what places have more with the vast difference between one country and another

Shame in you for presenting the smiley face thing likes there's any credibility to it. A smiley face is just a common symbol that gets drawn everywhere and if there's a smiley face drawn anywhere in the same city as a drowning occurred that's good enough for these guys.
If you would like to do more research, the smiley faces found with the bodies were found very close to the bodies. One specifically was a hung “thank you” bag with a smiley face on the tree, I believe, directly above the body. Basically, it wasn’t just graffiti. The killer(s) would purposefully put some kind of smiley face by a body. I understand the confusion tho.
