I dont have a laptop so i stream from ny PS5 if i use re-stream does that mean when i stream from my PS5 to UA-cam ut automatically mirrors to twitch?
Mirroring from UA-cam to Twitch wouldn't work directly. You'll have to connect your PS5 to Restream and then integrate both your UA-cam and Twitch accounts with Restream. The signal is then transmitted from Restream to both Twitch and UA-cam.
Does restream allow you to play videos to open up before your lives?
Yes, they have video clips you can add to a stream prior to any live content.
