    Being an LA city resident, some people that should be held accountable are the parents. Lots of "parents" aren't doing their job right by instilling values amd morals in kids these days.

      That's the ultimate issue resulting in violence in many American cities, not just the big ones. I'm from New Haven CT and if you're not familiar do a little research. What you said is true everywhere, same for us here in CT. It's bad out there.

      Who is teaching parents how to be good parents though? Just because someone ha a child doesn't mean they are an expert on children. Furthermore, in many of these communities, women are raising their kids single handedly because their father is off doing time for some drug offense and it screws up the entire family dynamic. We can't lock up the most people in the world and then blame the parents for crime.

      Honestly i can not stand these minority communities how can say " i don't think we need to put police there every time theres violence or theres crime committed" WTF Why is he the spoke person of the community because he is a complete moron. And of course your going to stop some one who's black in a black neighbor hood and latino who's in latino neighborhood who perhaps fits a description or who cops know is a possible suspect. Its criminal profiling.

      +joshuaoha Those are usually the cops that don't patrol or work in their nearby community. And I'm pretty sure he was referring to other agencies.

      Some cops have that mentality sadly, they’re in that mindset that the communities are the cause of the issues and going to them isn’t helpful. Either because they make excessive calls over nothing or they don’t talk to cops about anything. Community policing is one of the best strategies though, not just talking to your communities but being involved...going to events, mentoring youths, helping out as needed. It goes beyond just policing and goes back to being a good member of your community. Set the example, show others it’s good to do and your community will surprise you.
      I work a pretty violent area but we have a good community relation and they back us most of the time in what we do. It makes a world of difference in doing your job.

      The LAPD once encouraged officers to limit their contact with citizens in the areas they patrolled. This was during a time of police reform in the 1940s and 1950s; it was thought would help prevent corruption. As ridiculous as this sounds to us today this was an approach brought in by "experts" in the field not all of whom were police officers.

    I never know what to think about LAPD. Sometimes I think maybe the agency does indeed have deep/severe institutional problems. Other times, I think they just get blamed for the fact that they are charged with policing very violent, dis-functional, criminal communities. California politics have swung extremely far left, and in that mindset, no one who commits crimes, leads a self destructive life, or acts violently is responsible for their own actions. It is always the fault of the police.

    I want people to hear the woman speaking at 3:10........if she wants a reduction in crime but also place limitations on the cops, then how about you offer suggestions on how to stop crime.??

      Here's one, and the cop at the beginning offered it himself. It's called community policing, cops getting along with the residences of the community, so that when some thug victimizes someone, the community gets rid of him/her by turning them over to the cops. But as long as the cops continue to harass the community (writing kids tickets for riding their bikes without a helmet) people will continue to be either scared or angry towards the cops. When people are more afraid of cops than they are of the criminals in their neighborhood, something is wrong with law enforcement.

      "Community Policing" can only go so far.
      How do we reduce crime?? It starts in the home. Parents need to parent....plain and simple.

    I worked in So. Central L. A. for 31 years. For 13 of those years I was post traumatic , as a result of being robbed at gunpoint while working. The robber forced me on the ground . Whereupon he pulled the trigger on his Saturday night special twice. Two misfires!
    After this incident I began carrying a .45 caliber handgun. With one chambered at all times. Pac Bell was informed and their response was, "would you like to work late tonight?" Result; Post Traumatic Stress Disorder. Had I been in my right mind , I would have sued Pac Bell and then retired. FUCK SO. CENTRAL L.A. FOREVER.

    LAPD was the first dep't in the nation that had a community oriented policing program called the Davis plan after Chief Edward Davis. The plan assigned a group of officers to one area in order to get to know the people of the community and build trust. This was in the late 1960's after the Watts riots. The problem is that they didn't continue the program.

      +dan Farrell LOL Chief Davis did NOT advance a community policing model.
      "In response, Davis escalated police responses, authorizing the use of Terry stops, large raids on gang strongholds, created the infamous anti-gang unit C.R.A.S.H, and increasingly forceful and violent means of securing suspects such as chokeholds during arrests."
      If anybody brought community policing back it was Chief Bratton and Beck.

      +Phillip Phan Phillip, I was a cop at Whittier P.D. in L.A. County in the 1970's. Chief Davis "Basic car plan" was the first community oriented policing program in the nation, He assigned officers and supervisors to work in one community so they would get to know the people of that community and in turn the people would trust the police, that is the foundation of community oriented policing. It wasn't perfect but it was a model for law enforcement agencies for the next 20 years. I know this because I was there.

    It's pretty scary to think of a kid or a young adult shooting a toy cap gun at night, at an officer who knows there is a lot of gun violence in the area. On the one hand, a kid shouldn't be in trouble with the police for kid stuff if no one gets hurt. On the other hand, I'm quite sorry to say, that's really dangerous! I hope someone told the kid that if he played the act more convincingly, he could have got himself or someone else hurt.
    I thought it was a really interesting video though, and it would be great if it was longer and went into some more detail and discussion about the issue. How often does that officer experience behavior like that? How often are they antagonized? And also, how do members of the community feel about these neighborhoods being paroled like that? I wonder if members of the community feel antagonized by the behavior of the police while they are there?

    This is the reality of policing in the inner city. Rampant violence and ravaged communities overcome with fear and disenfranchised youth. Law enforcement officers are often forced to make split second decisions in this type of environment and it often involves life and death outcomes. One misstep and it can be the officer's life or that of a member of the community s/he is trying to protect. Yet police officers don't get the benefit of the doubt. It's tougher than ever to be a LEO in the US.

    It is a tough job but with that being said why make it any tougher?
    Reform is happening there have been a couple of cities that got rid of the uniformed police officers & went with citizens crime stayed level, trust went up and the city saved a whole lot of money. Now these were small Cities but it worked. When you have a community invested & actively involved it helps. Reform it must happen

    I feel like the best officers have grown up in the neighborhood that they patrol or at least have some sense or understand the struggle for some of these people, you gotta touch and feel what you are sworn to serve and protect but sadly a lot of police are out of touch and view these people like animals

      Decriminalizing drugs is actually a good idea and the reason is that drug use is a MEDICAL issue not a criminal one. The dealing of drugs is the criminal issue and should be handled harshly.

    I saw a cop get shot by a sixteen year old Kidd who was drunk and I am not sure that he had not one idea what he did. Point is it was senseless and did warrant the life sentence . He is a Kid and he got wasted and drove his car and chased by police it ended
    with three cops fighting this Kidd who grabbed the Sargents pistol and killed him.
    This was just a young punk drunk and out of control. He was facing alluding a DUI stop high speed chase resisting arrest plus all recorded traffic offences.
    He would have to spend the night in the drunk tank and the cops depending on his past convictions with the police they in most cases drop this if you plead to that . In fact it did end completely nonsensical .
    The police were not looking at this guy for anything but stupid kid tricks . He had white skin for those who it matters to.

    i don't believe that police have the desire to change. they go around saying it is a few of them like ok 1% of the cops are dirty or something like that but the other 99% are nice and i don't agree with that at all. like it is a gut feeling and there is just too many negative stories on them. and here is thier little propaganda about how the officers are useful and trying to help stuff like that. i think it is cause they are forced to wear video cameras all over LA county that might help improve the situation overall. at the very least the cops will keep secrets for each other of thier lawbreaking not only cause they don't have evidence but rather they don't want to be a victim of bullying or lose friends for what they consider being a rat or whatever. and i just don't believe this video at all on how he is saying he tries to make the world a better place how generic. and then there is the opposition who was saying we need less police so that is not the police who said that and i have mixed feelings on that cause i have not honestly looked in the situation deep at all. i am really on the surface. i have huge emotions to where i am very against law enforcement in general i think they're all pigs if you ask me. but none the less i need to control myself i don't wear the uniform i can't arrest them so i have to just let them be. so anyways let us pretend that the officers in the videos are one of the goods ones to me that is a rarity. because well i don't know them but just assuming they do thier job right. like i have dealt with slander stalking and i have seen the ugly side of humanity just like going to war i know truth. and alot of people are bully supporters and this video is just lies upon lies defending the crooked departments.anyways i know this video had a little bit of the other side of the story but that was not as much focused on then the side of the criminal justice employees.

      So you don't think the shit parents are to blame? C'mon. These kids have no dads, there moms are stressed and they live in and grow up in shit apartments. These ghettos are the result of people saying fuck it and not raising their kids right, or at all. Sure some cops suck, but really who wants to go around murdering people and then doing the paper work for that? But some things could help, like legalizing drugs, having cameras and giving more cops tasers.

      Kris Davis - the tasering is not the only solution. i know you gave other suggesionts beside that. i know i read in article somewhere that said NOT all american police have a taser they cant afford or the government does not care to give all cops a taser so i see what your trying to say with that or if your just saying they should resort to physical force rather then just killing people as a replacement to a possible solution. if you know about police killings it is not always done for the right reason. sometimes it is very stupid reason cause counties or states have different rules then others in america. all states and counties and cities have different laws mostly all are rather similar and can sometimes be identical it is not major differences or anything. anyways so back to reasons police kill folks sometimes it is for a person in a car that is stopped for minor mistake like speeding 10mph higher then thee speed limit. so anyways if a person moves their hands to go get maybe their insurance so registration and or drive license in one of thee pockets in thee car the cop just kills them for not following instructions of not moving until the police allows them to. i know that might not make much sense to you in that if you dont understand police criminality and how unfair laws are to them. basically i am sure you know that when a cop kills an innocent person many times they have NO proof a real crime was commited and it is based on verbal testimony and or police reports so stuff that the police writes on record to their job there might even be no other eyewitness other then one or two cops. but if a person kills a cop even if it is justified and fair and self defense they have to prove that it was in self defense or else they go to prison for life or get the death penalty depending on the state they are in or country they live in. and alot of states if not all in america require maximum penalty for people that kill officers. it is not easy to prove victimhood. i know that if your at home people can do a stand your ground to people regardless of what their job profession is with the exception of an active duty cop who comes to their house at any time of the day they cant kill them your not allowed to if they enter your home voluntarily or to double check something or if they have a warrant. anyways i hope i am not confusing. if you understand law you would gt what i am saying i am really giving the easy explanations of it all. anyways so cops can easily abuse their power and not get punished that is the problem. in most cases NO actual body marks of any sort are shown on the police and no video camera of what took place and then the cop kill the other person with no proof of any injury other then thee person that is now dead. it is easy for police to kill someone they got into an argument with so someone they dont like or particular colors. or abuse citizens in other ways like just giving a speeding ticket falsely to someone not speeding or sending someone to jail for having a disagreement with the cop just he is trying to make more money in a criminal fashion. that is what i am trying to say. alot of cases where police abuse others is not proven causee there is no camera and n o matter what marks are on your body it does not matter if there is no other police making accusations of victimization on a particular non cop or cop. basically if the police has marks on his body he can claim you attacked him even though there is no proof of that situation. the proof is only what he said. i know that in domestic violence case it is easy to blame what ever body marks on the person they are living with so i know that is how thee law works for that. i am saying that police is easy to abusee power and yes they want to do your trying to say normal people dont want to be mean and that they want to follow law and do right. but people are trying to focus on cases with videos cameras that dont make much sense it is not a fear of police life why they kill folks in all cases. sometimes they just make bad decision and it is an error call of precaution again for unreasonable reasons. and why fox news defend criminal bad cops that dont get punished who should be punished is some people are racist in this country or they use the fact that blacks have more problems in america then most if not all the other races as evidence that black people deserve abuse by criminal officers that is their justification that white can do no wrong their own racial bias. fox news lies alot they are not a reliable news chanel if you ask me. there are better news channels out there. but anyways so it is not that blue lives matter is bad but rather that it ignores black lives matter to over focus on empathizing with the police. the police are at major advantage to the blacks regardless of what they want to assume. anyways the disgusting stop and frisk police recently removed i am so grateful for that. of course republicans want to keep it in place instead. i dont care about catching drug addicts and drug sellers that is not high on my priority of what wanting to fix. i would prefer crooked cops get eliminated and sent to prison over punish drug users or sellers not to say i support illegal drugs. i have never used illegal drugs in my life i have never been drunk i have never been to jail/prison so i have no court records and etc. cops are not nice folks they are humans like th rest of us. if they lived in a period that legalized criminality like slavry or racism they would do it to had thy lived in a time period it was possible. humans have never been nice that is why war exists for many stupid reasons it is not always a good thing. but it is necessary at times to defend yourself depending on the situation. i know most people think thee world is good and that most people are good but i dont believe that. i know the church teaches about the main goal of life is to be happy and do good but they ignore alot of real problems that are going on because people do not tell the world who they are and people only tell their best and closest friends the beautiful and ugly side of who they are. the world wears a mask people dont show you who they are you have to pay attention to action over words. people talk like they are so wonderful w hen theey are not that is the real world people only want to show their good and hide their bad. police in my opinion are probably higher the average criminality on the job or bullying then most other jobs i think they abuse thier rights at higher then average rates. i think this because i had experiences of several not a one time thing but numersou occasion of bully cops that is how i come to the conclusion and it makes alot of sense to say that cops can be bad sometimes and most criminal cops are never punished. but most criminals in america have probably been in jail at least once not that i believe every criminal has been punished for every crime. but punishment is rather harsh it is years just for drug using or selling it is not easy punishment that america gives no matter the state. there are unfair laws in every part of the world but i do think most laws are ok for th most part. i dont think all laws ar right. i think too much defense and protection are given to cops. i think that they have an unfair advantage in the system to where even when they are proven of murder for stupid reasons of NON self defense causes they get no jail and thy keep their job and no punishment of any sort at all so they are not even terminated but they deserve to get 2nd degree murder type charge and etc at least and they spend not one day in jail for being a criminal. your not looking at th facts. your making the assumption that if our government supports police so if they jury that is almost always heavy majority white makes a final answer goal to not punish a police in anyway for criminal conduct that has already been proven on thee video camera because white people are biased. i think everyone has some sort of unfair bias humans are not perfect but we are not taught this in school or news or books that are credible. they just say racism does not exist and that is not true. black lives matter is trying to state and bring attention to what they believe is racism by cops killing innocent people knowingly and not accidentally for NO good reason meaning it is not fair at all. i do not care for a response from you because you are blind like the rest of the world on the issue of police abuse. they dont get punished enough most cases they walk free it is not easy to prove but even when it was proven the law or more so thee JURY is corrupted by their own stupidity that they just let criminal cops walk free to the general public.

      Kris Davis - you obviously just dont care about justice and want the attitude that the white officer is somehow a superior and he can do no wrong. that is your blind type of attitude herd mentality follow the white people message. you trust cops so much you dont care about being fair you just want criminal behavior to be legalized that is all your proving at this point. your not looking at the issue your just trying to give an attitude if blacks have the worst reputation in america then they automatically deserve pain and harsh treatment. you dont want to treat them as an equal and to try to lesson the power inequality issues that is going on with the legal system and how the government favors certan employees over the majority of US citizens. why whites are not victimized as high rates as blacks in police brutality has mostly to do with money. most white people live in low crime areas plus have more money then all the other races so cops are scared to abuse people in certain type of SUBURBS environment and etc. anyways back to blacks they just it is partially true how you added how black mothers aint doing a good job raising their kids on how to take care of themselves well. but when cops attacks blacks for stupid reasons it is not cause of what the black person did but it is just the fact the white officers knows he can abuse and get away with it for more money or for fun or paranoia they are so afraid of the color black they make an assumption black is worst in america and treat them the worst even when the black aint doing nothing wrong or dont deserve th police brutality. i am not going to lie and say black folks act like angels. police brutality is real. black families are not strong theey dont do enough to prevent problems in my opinion as well theey do havee that as a separate issue for some. but anyways if black people had better families th police brutality problem could be reduced greatly but anyways that is too hard to fix and that is another topic that is not a realistic direction on how to fix the problem plus alot of blacks deny that blacks are their own problem they blame whites for alot of their problems so they dont take full accountability for who they are. but the white cops aint perfect either they do abuse blacks sometimes for no good reason at all other then maybe a minor argument and they turn it to something bigger cause they know the black person is low income in america and does not have good lawyers and can not prove themselves innocent even when they are innocent. so white racists and/or bullies just attack blacks the most and the hardest more so then the whites due to a preconceived notion bias of just their own hatred. cops that do wrong for stupid reasons is not the black persons fault it just depends. what upset me about black lives matter is the ignorance of family problems in the black community the lack of education lack of christianity even if they are a christian they dont act like it stuff like that they ignore and want to point fingers to the white cops that have sinned with big mistakes towards blacks. i dont care for your answer. my answer is the wisest, best, most fair, honest and real on the issue of blacks against whites so cops against those that are victims to police brutality do not reply to me your wasting my time

    In the video a officer says people don't get off their bikes and run from the police. He's got a point there. I'd stay on my bike and ride like hell in the opposite direction from any cop. Nothing's guaranteed but I would if possible like to live to see tomorrow. Tough choices out there to have to make but 95% of the slime ball law enforcement will kill you either way but at least a moving Target would be better t h a n walking up to be murdered. After you're dead they will plant something on you and then say they were in fear for their lives and get off of the murder. Guess then I'll have to wait till they stand in front of my Lord and then the real trial will begin.

    The community is at fault for the conditions of their neighborhoods. Police from the LAPD mostly live in Orange County and more affluent areas of Southern California. Why would you think they would actually care for a community that's not there's. I've spoken to many officers and the common sentiment is that they Love policing in Los Angeles but would never live there. People need to start policing themselves because quite frankly, Los Angeles police officers use the neighborhoods as their playground and real could care less if the city blows up.
