According to article 25 of the constitution it is completely illegal and discrimination. One who reaped 54 marks declared fail. One who belongs to hard area declared pass just on 33 marks. I completely disagree with this policy announced for hard area. In hard areas we accept the good quality of education is not being taught. So, it is better to appoint competent teachers who can ameliorate the standard of education in hard areas.
