They actually weren’t. Whitney and Mariah were there because they performed the well-known contemporary version of “When You Believe”, produced by Kenneth “Babyface” Edmonds. The Academy and their shady asses told Babyface at the very last second that the original songwriters (the ones responsible for the film version of song-so Steven Schwartz and co.) would be the recipients if they won. However, the “pop” version would be performed for nomination presentation.
Hence when they won, Mariah knew what happened and just sat there. Whitney was confused as to why Babyface wasn’t announced as a participant and was looking around for him/see him go up on stage. But unintentionally, meme goals also.
That’s so messed up that they weren’t asked to accept the award. The industry is so sick and petty that the marriage drama between an exec and a singer can affect such a major aspect of the industry like presenting and accepting an award.
You're speculating too deep into it. The Oscars at some point stopped allowing the awards to be accepted by other attendees on their behalf in their absence (unless the winner is deceased). Thus' the custom is the Academy accepts the awards on their behalf.

I think it was because of the evil shade of Schwartz not including Babyface - who wrote the bridge for the Whitney & Mariah version that he also produced - in the submission for the Academy nomination more than the presence of a snake impostor on stage that they had that confused and confusing reaction lol. They were elated for the win of the song of course, but they were also pissed that their friend Face who brought it all together for them didn't get the Oscar all due to that devious move by Schwartz.
