Ok update: The simple answer is: (supplemental video: ua-cam.com/video/f0es8wVz9qA/v-deo.html)
    1) Turn off all limiters. (FRTC is can be a problem that negatively affects FreeSync.)
    2) Enable FreeSync in the drivers/software.
    3) Enabling VSync IS NOT BAD. And for the most part only introduce a small amount of latency when the frame rate is below the monitor's Hz.
    4) Most games will work perfectly well with FreeSync ON and VSync ON.
    5) If you decide to have VSync OFF, you might do better only using RTSS' frame limiter and adjusting it to just below the monitor refresh. Tweak until it works for you.
Most importantly consider: If you have FreeSync, with VSync ON and no limiter, this should work perfectly well. Yes, you can expect a very small amount of latency with VSync ON, but you will be at the peak FPS for your monitor. If you turn VSync OFF, then to avoid tearing you will likely need to put the frame limit below the monitor's refresh which is a sad trade off... It's up to you to decide what matters most.

I need help with world of warcraft.. They took out full screen mode and v sync doesn't work in window mode as far a I know. So I got this free sync viewsonic elite.. I don't think its setup properly.. Its turned on in the monitor/gpu settings but the screen in game tears a bit.. Sometimes it doesn't and works, then next time I login its tearing again.. With no settings changes.. I don't get it..

How about E-sports Game like CSGO and Dota 2 ? , should their frame limited to maximum Freesync refresh rate (72 FPS) ?

Ok great question. At this point, this information has evolved... See my pinned comment.

After 9 months I still haven't got Freesync to work with LG 29UM67-P and Asus Strix R9 390X on GTA 5 or JustCause 3. : (

it's definitely tricky, but once it works. Soooo good.

      How might I help...
What is your hardware? Monitor and GPU?
Do you have the latest Crimson sofware/drivers?
Is this specific to a single game? Or all games?

urbanelemental My monitor is LG 29UM67-P an GPU is Asus Strix R9 390X. I have tried to get Freesync to work with all of my games but I have never got it to work. The last game I tried with was BF1 and I did everything that other people did on Reddit but yeah, didn't work. I turned V-sync off, I turned the ingame refresh rate limiter to monitor refresh rate, and now it limites my fps to solid 75, but I got a hell lot of screen tearing. :(

Ok! I'm sorry this is happening to you! Let's see what we can do.
Don't be afraid of VSync. Remember that if the frame rate is equal to or higher than your monitor refresh then you will get screen tearing without it!!!
Your monitor/GPU combo is likely to run at 75Hz or higher in most games.
(I'll assume you've done the obvious like turning ON FreeSync, etc.)
So as I've outlined in the pinned post here. You have a choice:
      A) Use VSync. And run at the refresh rate of your monitor.
      or
      B) Set the limit below to 72 or even lower until tearing goes away.
This is just the sad fact of how this works. What you are actually doing is telling the graphics pipeline to limit the frames/frame-times so that it doesn't exceed a certain amount, but in reality some frames will be slightly out of sync and therefore you will get screen tearing when set exactly to 75 or even slightly lower. This can be negated by the game itself if they implement a frame pacing algorithm but it's rare.
Just another reminder.... FreeSync is effectively useless at or above your monitor refresh. It's awesome for when you are playing a very taxing game that dips low to the lower refresh limit. I believe mine is 48Hz for the low limit. I'll easily see it dip to 50Hz in really taxing games but what you really get is zero 'stutter' that can happen when attempting to 'time' frames in a buffer. Which when there is no FreeSync at that range, then frames are doubled to prevent a black screen.
