Hair with no stiffness could work for ethereal or ghost characters just floating hair sounds cool

I'm looking for some help with a model I'm trying to create! Basically she has her spine (and ribs) sticking out, and I was wondering if there was a way to keep the end of each bone attached to THAT part of her body- because currently, when she moves it moves as if there is a whole sheet of hair there, despite it being just one little spot. I've tried moving down the entire hair guide so the center point is at the point of the body the bone is sticking out of, and changing the bones so they start and end at the point the spine bone is at. But nothing seems to be working. Is doing this even possible?
Yeah, it would be the tail tutorial but instead of attacking thing a tail to the hip youd want to attach the spine to chest and spine

Okay so I have a question. I'm working on making a vroid and the short hair needs to stick straight up because its a small tight curl afro texture (don't know if I said it correctly). The problem I'm having is the bones. They are showing up inside the head and the hair won't move. Is there something I'm doing wrong with the bones or is there something I'm missing about doing short hair on male vroids? I'd love your input Argama.
