Wouldn't you want the side that you can lock on the inside of the latch?

I would keep the part where you can lock on the inside so nobody can unscrew the large part

I installed mine so the handle is on the outside and it locks from the inside.
I suppose it's a matter of preference but if the lock is on the outside you must use round head bolts to secure the latch so it cannot be removed easily, or else why bother to lock it?
