She get's how these situations work: You'd start with the target's loved one they care the least about to show how serious you are, and scale it up until they break or have no one left. Teddy should know but is too narcissistic to think Franklin could get that close and unfortunately for him, out of the 4 people he cares about, he only held animosity for one of them and the rest he cared dearly for.
