In 2007, a group of us, Chinese Americans (origionally from Taiwan and Hong Kong) traveled to Xinjiang. There was a high school next to the hotel, but we were so surprised that none of the students could understand us. They couldn't speak Mandarin Chinese. I believe all the public schools in US are taught in English, so why not that the offical language be taught in the public schools in China now. Mandarin Chinese helps them communicate and get a better job. Of course anyone can speak their local dialects at home or anywhere else in China.
