Riding off that success and gaining newcomers to the series, they did Kiwami, but since Majima wasn't playable in the first Yakuza, they mitigated this by literally making him show up everywhere. If you can't play him, beat him. Many, many times

I’m pretty sure the creator said that Kiryu can’t be in any fighting games because he doesn’t hit women, but majima absolutely would do that so that makes complete sense
Personally, what would have made this scene 0:23 better is if the elevator doors open and Majima walks out like he was expecting Kiryu to walk right next too that one particular elevator.

Funny thing is that Majima was expecting him to reject the payment so they can fight. But if Kiryu pays for the expensive cheap beer, you can see him getting disappointed. Not because they didn't fight, but because Kiryu fell for the obvious scam.
