He's used game genie to make charge moves come instantly. Because its otherwise impossible to have a charge ready for a second scisor kick to begin, directly after the first one ends (you are generally required about 5-10 frames cooldown, depending on the turbo speed, if you've began charge for a second scizor kick on the first possible frame after the first's inputs finish). And he used two back to back in the bonus stage. Meaning he used game genie.
It's not cheat codes - a Tool-Assist Speedrun is done by manipulating each frame to the computer's advantage. This does include having charges already in place for each charge move to come out. On a real console with a real person playing trying to do this, they'd get grabbed a lot by the AI. This sort of speedrun CANNOT be done on console by any humanely tactic at all.
