Fresh insight, as someone who likes following game dev. I guess worst case this could mean GTA 6 could cut even more things or hopefully build on V with all that missing stuff

Previous Rockstar titles have been experiments to use to raise the bar on whatever game they're currently working on to see what work and does not.
Manhunt was an experiment for GTAIV's certain cutscene cinematics.
Table Tennis for GTAIV activities.
Max Payne's slow motion feature was testing waters for Michael's ability.
Midnight Club 3 and Los Angeles zone feature was testing water with the game's driving physics and Franklin's special ability.
Smuggler's Run was an experiment for offroad terrain like driving upon future GTA games.
etc.
I didn't think of it like that... but I guess that make sense as I remember having a conversation similar to this with a friend
Maybe Red Dead 2 features, game engine and physics are also a test ground for GTA VI, and GTA VI might be a test ground as well for future Rockstar titles. They are always improving their bet on what they can do to make the game better and probably different from other games.
u can legit hear the same sound effects from one game to another. manhunt, the warriors, uses gta3s footstep sound effects as well as the weapon pickup sound. rockstar has such a cool way with how they use their assets. most companies dont care when recycling shit it's so plain lol.
