Haven't seen this cartoon before. But happy 60th anniversary to it.
I've never seen this short before, and I could easily mistake this for A UPA short if not for Mel Blanc's voice. Also, Kaiserbeamz used that 'Big Ben' sound.

Years ago, I was under the impression that this was based on a children's book similar to MGM's "The Bear That Wasn't".
This is probably the only one of the Seven Arts cartoons I do like, save for that creepy closing that takes me by surprise every time I watch it even when I know it's coming
and the young girl at 03:05 is drawn in a way she looks exactly like an anthropomorfic dog, while I know she isn't supposed to be that
