It is a governer mechanism like porter or proell etc... For maintaining fuel supply to IC engine using throttle valve wrt speed of the engine output shaft.

we can find velocity by formula of acceleration i.e. a=dv/dt (non-uniform acceleration)
a=2ms2- and t=3s; v=a*t; v=2*3=6ms1-
