Its not that it should be campy but the medium of cinema, pushes that kind of stylization into the world of camp. The uniform is another example of that. What causes that film so many issues is the dissonance of the film (is it suppose to come off as a comedy? because it is... kind of hard to avoid once you cast Rob Schneider in a main role) which this film avoids with Dredd only getting a couple cold lines of bitter sarcasm, (which I read more as a mental reflex, then attempt at humor). So basically, unless there’s another baby boom (which is very unlikely seeing as how the younger generations are straying away from having multiple children) the birth rate will just keep dropping until it matches the death rate and the human population will top out and stop growing.

They recycle people, but it's never specified if they use it for direct food or they use it to fertilize some artificial algae or fungi cultivation.
