When Rick's group killed _so many_ people, Negan only killed two of them ("and when I sent my people to kill your people, you killed more of my people"). Negan had strick rules, and (of course) breaking them has consequences, which he made clear from the beginning. I wouldn't say he loves killing. It may seem like it, but Negan changed very quickly in the prison (he got his humanity back). If he would've truly loved killing, he would've done that when he got out of the prison (and I ain't including those kills that he had to do or he had some kind of reason to do it). I think Negan wanted to show that he loves killing or something like that, because he had to look like very strong and dangerous leader for his people. And especially to scare the shit out of people. But remember, when one of the Saviours raped Sasha? Me neither, since Negan stopped him. Negan killed one of his own people, because he almost raped a woman from another group. Negan clearly respects women (although he has those...wifes), and has morals. He doesn't allow raping, which tells us so much.
I think most of us still can't forgive Negan because of what he did to Abe and Glenn, but still I just think he was trying to survive too by letting other people know not to cross or try to attack his group etc. He was a softie but I think the outside world made him hard including losing his wife etc. In season 9/10 (haven't watched season 11 yet) you can see at the way he look that he regret killing Abe and Glenn and many others. You can really see that he regrets the cruel actions he did towards other people and that he has changed. Bad Guy of season 7/8 becomes the Good Guy in Season 9/10 and he's really trying to prove his loyalty towards the people of Alexandria. And that's why I love Negan.

Keep in mind that this is a TV show, of course the events are exaggeration. But the character of “Negan” is actually showing the audience that the villain is the hero of the other side. Just because we knew Rick’s crew and saw most of the show from their perspective, doesn’t mean that there are other people who’ ve been through the exact same problems. Negan mentions this when he talked about the “Satellite Station” with Maggie. His character, on a deeper level, stands for that there is good and bad in everyone. Jeffrey dean morgan emulated negan perfectly. From just the way he walks and stands. This might be an unpopular opinion but negan is one of the more terrifying villains. The only person i would say is scarier is the governor. Both characters really showed just how brutal they can be and that they aren’t just some throwaway villains, they are people that rick should be careful around. I don’t know any other twd villain that really posed a true danger to the group apart from those two. One thing i like about amc’s here’s negan is that while they make him more human, he wasn’t an amazing person before the apocalypse, he was still a very flawed human being. He was a man who had nothing after his wife and tried create a community but eventually lost himself and his humanity turning himself into a controlling maniac who toys with other people and make them feel weak because deep down he is weak himself and has a need to prove to his people and everyone that he is a strong leader but in reality he isn’t. When he is locked up, no community to lead, no people to terrorise, he cracks because all he is left with his is true self, his “weak self”. This is how i interpret negan. You could say the same for the comic version of his backstory but not really at the same time since it’s a bit diff
