Only slow if you hold the attack button. Basically the point is to not mash the item button during his all star and only press it when you're near opponents.

Sean Lynch (Late reply) Not exactly. It maybe slow in the fact that Beat can either attack or skate, but his fastest is just about as fast as any other All-Star (except for things like B.D. Joe, or Jacky &Akira). When he attacks, he loses his speed boost until he stops.
