I think it's electron from second shell experiencing shielding effect from electron from 1st shell. because repulsive force from electron from second shell and nuclear force from nucleus will be in same direction thus the net force should come after adding the forces whereas repulsive force or shielding effect from electron from 1st shell will be in opposite direction to nuclear charge experienced by 2nd shell electron. thus it net force will come after subtraction. It's not possible for net force to come from subtraction when both forces are in same direction. I said it after listening and seeing the diagram, and in diagram the forces was being experienced by 1st shell electron in opposite direction. Pls Correct me if I am wrong.

The inner shell electrons repel valence shell electron and they(inner shell elec.) Try to Cut off the attraction between nucleus and the valence shell elec. And then the net positive charge experienced by an electron (valence shell elec.) is known as effective nuclear charge Z*=(Z-S)
