He didn't allow concerts in the holy land. The holy lands are Makkah, Madinah and Jerusalem. Riyadh and other Saudi cities aren't part of the holy lands.

What was mentioned as "free mixing"? Because we know during the time of our prophet (as) they were seperated during the prayers and events, but our prophet (as) gave sermons to ladies(Muslim, İdeyn, 4) , ladies were able to go out in the city. Staying alone with a non-mahram is the problem. The rest is just requirements of daily life. Allah knows the best
