To merge them, I think you can easily merge them by making the number of vertices the same at the junction of the skirt and frill and using "Bridge Edge Loops".
@@nekomeisi : yea its too fast for me still im an auditory learner so i need speach for each tool and for placement, plus im a very beginner so a lot of the steps arent clear to me
