Based on the informarion I found, Radal (Goverment) have 2 options to deal with tax evasion - Civil Penalties: If the tax authority finds evidence of tax evasion, they can impose civil penalties, which are typically a percentage of the unpaid taxes. - Criminal Prosecution: In cases of willful tax evasion, the tax authority may refer the case to law enforcement agencies for criminal prosecution. This can result in fines and imprisonment. Radal happens to be taking the action of Civil Penalties, causing the pink heart to leave the room frustrated (Please correct me if this is wrong. I have my doubts since Royal's right eye turned black, which could imply that Radal is doing something that he shouldn't have done to keep his power)

I think I got what happened, Neona was victim of their abuse, she is just a victim who became an abuser.
