It's because half of the questions is about positive/negative. However, the first half is also important. If you answer it as a positive/negative essay and give 2 main ideas to support your opinion without answering the cause question, it'll not receive a high score for task response.
Most of the teenagers waste their major time by using modern phone each day. In my opinion, I think excessive utilising social media is harmful for children’s health and study as well mentality. (Plz mam, count my introduction and if I do any mistake plz correct my mistakes.)

I think both are fine. You don't need to worry about it too much if you are going to take the academic test. They want to test our ability to develop our ideas so it's very unlikely that we get a question like that. The link I gave you is a general training question.
