Constables (at least in Kentucky) are elected to serve in a certain county. Their primary task is to serve court related papers and serve warrants. They are elected law enforcement officers with full police powers meaning they do carry guns, can issue citations and traffic tickets, and make arrests just like any other police officer. Although they still exist in Kentucky because the role is required per state constitution, they do very little if any work and they often come from questionable backgrounds. Some have previously been officers for other departments but have quit or been terminated. They are not required to have any actual police training so they are largely untrained or severely lacking in training. Although they lack training, they still have full police powers, can carry a badge and gun, and have red and blue lights and sirens. There have been several incidents of constables recklessly and unnecessarily engaging in vehicle pursuits and questionable shootings. The position has become mostly outdated and obsolete but still exists anyway.
In Texas a constable is a regular law enforcement officer. Originally, apparently like in Kentucky, their role was to serve court orders and papers. THE constable is elected but the deputies are professional career guys. They still serve court papers but also patrol a lot of areas like any other regular police agency. In those areas they're essentially a parallel to the sheriff's department. the difference is the sheriff is responsible for the entire county whereas constables typically patrol areas that contract them. So your civic association or neighborhood can contract the constable to provide patrol. You get more/faster service that way but don't have to be inside any city limits.

FYI the device Adam 14 requests is an Automated Fingerprint Identification System ("AFIS").

firehat who have more power sheriff or police
Joshua Knight they're the same. Sheriffs are county officials whereas police are attached to municipalities. They're all peace officers.
@@firehat87 I found out the hard way was as a teen thinking constables were security guards. I quickly found myself in the county jail looking silly.
