the exact drop-in replacement for the multifunction switch is made by ALPS, model EC11E15204A3 . it has 2 dummy, unused pins on the other side of its board, you cut those down, and it fits perfectly. It's a bit hard to explain, but when you'll see the encoder you'll understand.
I just ordered one on ebay from V&U electronic Components Part No. EC11E15204A3 which fits OK. Just cut the two extra connection pins off and remove a bit of plastic in the bottom of the knob which stops the shaft from going all the way down. Thank you Wayne for the part number and the video Paul

I just got a DX-70TH. The function knob is acting up just like you said in your video. I'm using the Mic up & down buttons. Thanks for the video. 73's
Much easier to employ the Up/Down buttons on the microphone !
Learn to use the rotary switch sparingly !
