Well for one he had been doing hooks off and on since Omegle are 4, but at Omegle bars 83 he/his team started putting production and effects on some freestyle as well as Harry started putting in one freestyle with a hook and making choruses more on the fly. He revealed on his podcast, All the tracks he has been putting over this year have all been mostly freestyle and then rearranged on paper, so like 75-80% off top. Harry still has a little struggles with writing, he is getting better but I don’t think he even has a fully written song, he just prefers going off top, he has said before that he feels he can only reach his full creativeness from it
