Onomatopoeia and Dollmaker are some great and unique villains. I would like to see Dollmaker have the abilities of another forgotten villain, Ragdoll, and be able to contort his limbs to fit into any shape or box, to sneak into homes and secure locations to conduct his dollmaking obsession.
One underrated Batman villain is Humpty Dumpty, aka Humphrey Dumpler, who was so obsessed with fixing thongs to the point where he would unintentionally break things. For example, he made the hand on the Gotham clocktower break off and fly.
Gearhead: he was the first kidnapper batman fought. In a fight gearhead Lost his footing on a frozen lake and almost drowned. A black market doctor was harvesting body parts from his body when he started to get conscious again. That doctor prept his body with bionic arms and legs. Gearhead then planned revenge on batman. When you read that you'll understand how this character still has potential.

Dude im heartbroken that Broker and Duffy have yet to appears in anything else. Broker would be a good support style character, bringing in the question on how far someone will go for "just business". While Duffy aka Carpenter, would a good example on someone trying to leave that whole life behind and reform into a regular life time and again, but the need for fast cash is just too much.

To be fair, the whole point of The Broker and The Carpenter is that they don't really go after Batman or anyone else themselves. They just work perform services for the Supervillains. It is cool to know they exist but I don't see how you could feature them in many stories.

A convicted murderer, Derek Mitchell was involved in an accident which turned him into a corrosive man, his entire skin burned with chemical fire which can eat through walls and floors or maim human flesh. He has a great look, with his body made out of a yellow glowing chemical, and smoking eyes. The entire run by John Wagner, Alan Grant and Norm Breyfogle introduced some great baddies like Ratcatcher (who I originally was going to mention), Mr Zsasz and amazingly, Scarface, who I thought was much older. It might be my favorite Batman run, tied with the Moench/Jones era...

The smashing through the window thing? Riddler: Yes he's doing the smashing through the window thing. Hatter: I hate the smashing through the window thing. Penguin: Hey guys, I just had a thought. We should go into the emergency glaziers buisness, we'd make a mint" That is how Penguin both launders his money and appears respectable to so many despite being a cartoonishly obvious gangster.

Film Freak was apparently killed off in the A-Day incident in the pages of Suicide Squad.
Nocturna has become a member of the Squad as well.
He was also killed off by Bane when Mad Hatter sent Film Freak to spy on him in Knightfall
Prof. Radium's story has some shades of Mr. Freeze.

Queen of Fables is a much older Silver Age villain who was, in canon, trapped by the Justice league in a copy of the US Tax code.
