Naturon Shenron born of the wish to resurrect those who died during the day of the martial arts tournament during the Buu saga. Personality wise Naturon shares multiple traits from Babidi, Majin Buu, and Super Buu. When in his purple form he is absent minded and only is interested in doing his own thing and only gets violent when others get in his way like Buu was during his saga. When he is in his super form he is violent and sadistic just like Super Buu was. His true personality which is mostly shown in his true and super form is similar to Babidi, when in control he is arrogant and cocky but when he isn't in control he is cowardly and deceitful. Naturon's design is based on a mole because in Japanese it is translated to earth dragon which reflects Naturon's earth abilities. He also gains Buu's ability to absorb people to become more powerful and gain a more menacing design. Since his wish brought back multiple people so he was stronger than Haze, while this wish had no real impact on the story aside from fixing Vegeta's mistake it also brought back Kibito who held high authority so that made him much tougher than Oceanous and Rage.

U're at Gogeta so u probably saw by now how less stamina Ssj4 costs after it being shown in Baby arc too but in terms of attacks it's shown he can lose it after two ultimate moves whether they're used or taken( as in strong enough to outclass him not like when he just tanked RDB from Baby ), against Super 17 arc it was two used , against Rage shenron it was one used and the same taken . This is the same guy who like 10 episodes ago *accidently* shook heaven and hell by charging ki in base form while he was apparently teaching Frieza and Cell how to use ki , then stopped when he started destroying things and said " oops , looks like i went a bit overboard " . And that's just the more ridiculous example , there are multiple instances of him accidently doing way more than he intended in the kid base form , like another time when he just wanted to close the mouth of a volcano to stop the lava and ended up just obliterating the whole thing . So those " push boulders " or " split mountains " are very different situations , here he's trying to save the building hence the people not k*ll them by flexing .
