Never. Indian authorities support and protect tech support scamming. It’s India’s most lucrative export.
Only if the police is aware of the issue, they would handle them. The locals don't fall prey to these kind of scams. Unfortunately it's mostly the people from the west who are getting scammed. Unless the victims from overseas contact Indian officials, the police department wouldn't know.

#u (king up scammers computers is becoming a regular thing, and needs to become epidemic. They're getting more desperate and will stay on with people that they would have bailed on in the past. I've seen videos where it seems that a number of the people in the call center were no longer trying to coach the person on the scam, and basically just said you're on your own if you keep going, as it's pretty clear you're being messed with. I don't speak Hindi, but it's not difficult to catch the vibe from the people talking with them behind (or should I say right in front of) your back. The idiot scammer stays on with the baiter, and after hours when the baiter finally gets exhausted with them they blast their pc and say a few kind words to them to help them with the crisis. 😆
