The fine is extremely unlikely to be enforced in the circumstances. The officer should be charged with malfeasance in public office if as seems likely he’s acted ultra vires.
Pity that not all the conversation was recorded as i would have liked to know if the delivery man was asked if he had any excuse for not wearing the mask before the Police officer said that he was going to issue a ticket, including if he felt that he was exempt. They are supposed to negate all defences first.
