I think the thing that makes Attack on Titan not a Mecha is that the show does not revolve around the piloting of the Titans. The soldiers who can pilot Titans is a really cool part of the show and definitely adds to the story, but if you cut that out, you could keep 90% of the show. Most of Eren's story doesn't revolve around the actual piloting and controlling of the titan, but the political and social manipulation he does as a person who knows what will happen. Sure, they are technically piloting something that could be classified as a "flesh mech", it doesn't mean it's a flesh mecha. Is it a romance because people fall in love in the show? No, because that is just part of the show and not the central mechanic.

But you can easily find the vibe of One Piece in the world building panels, in the panels where you see the Strawhats discover a new island and see the otherworldly nature of it, when they first see Zou and see a city on the back of a giant elephant with beast people on it living in the fruits of giant trees. Imo of course.
