When characters are hit in Smash the game 'freezes' and then shakes the character hit back and forward to sell the hit. My guess is that Falcon still had momentum from the up special and combined with the shaking animation in a weird way and placed the model up there for a frame before dragging it back down during the animation. Just a weird visual glitch.

King K. Rool is one of the easiest characters to combo and has a very exploitable horizontal recovery even if it is good vertically, but it doesn't shock me that people can make this character work given how balanced Smash Ultimate is, or WAS until we found out how broken characters like Sonic, R.O.B., and Steve are.
