Atleast the Iran deal had 24 hour surveillance and allowed people to investigate any time they wanted. China does some trade with N. Korea and thus has some control on things. The US just added a bunch of tariffs on goods from China. They are now likely to be less helpful (if that is possible) on N. Korea.

Because Trump is rambling. Most sentences he speaks lack substance. You should read a transcript of his speeches. For somone who hates the established politicians he sure has mastered the technique of beating around the bush quite well.
