@@AngstyRebelEnjoyer well, the theory is that Gaster made them, (through conventional ways or science) then they moved to Snowdin, and then Gaster was scattered across time and space. So now, since Gaster technically doesn’t exist, no one can remember how sans and papyrus got there.
